Are their any circumstances under which claimants can be compelled, legally or otherwise, to provide a phone number or email address to the DWP?

I note that Mr Wells enquired about whether UC claimants are required to provide a 'telephone number' in order to meet eligibility criteria.
The response, from the DWP, specifically mentioned that that there is no requirement to provide a 'mobile telephone number'. This is not the same as not being required to provide any telephone number at all.
