Freedom of Information Request (Ref: 304909)

 

I refer to the above and your request dated 08 September 2020. I have
contacted the relevant services and now provide a response to your request
relating to LAC, care leavers & accommodation.

 

Please may you let me know the following information.

 

1.1   How many Looked After Children aged 16 and 17 does the council
currently have?

265 16- and 17-year olds.  Data for Tuesday 13 October

 

1.2 How many of these Looked After Children aged 16 and 17 does the
council currently house in Semi Independent Accommodation?

•            34 x 16/17 year old, children looked after

•            12 x UASC 16/17 year old, children looked after

•            3 x supported lodgings placements (16/17yrs olds)

 

1.3   Please provide the average cost per child per week per provider

 

Unfortunately I am unable to respond the average cost per child per week
per provider as the council consider that providing the requested
information would be likely to prejudice the commercial interests of any
person (including corporate bodies) as set out under Section 43 (2), a
qualified exemption, of the Freedom of Information Act.

 

As this is a qualified exemption, it was necessary for us to hold a public
interest test in order to consider the application of the exemption.

 

The Authority has a strong public interest in protecting the legitimate
commercial interests of bidders for public sector contracts, and not
exposing them to unfair practices by potential rival bidders. There is
also a strong public interest in maintaining the integrity of public
sector procurement exercises, and in prospective bidders not being
discouraged by fear that they will not be on a level playing field with
their competitors as a result of disclosures made in response to Freedom
of Information requests. 

 

We can provide the average cost per category;

 

•            Average weekly cost of group living type placement - 1,220.00

•            Average weekly cost of supported tenancy type placement – one
bed - £526.75

 

Support and accommodation service for young people (16-25yrs) – Contract
from 01/07/2020 to 30/06/2025

•            Leeds City Council does not hold information for this
service.

 

2.1 How many Care Leavers 18 plus does the council currently house in Semi
Independent Accommodation?

•            80 x 18+ placements + 57 UASC (including supported lodgings)

 

2.2 Please provide the names of the companies who provide accommodation to
your Care Leavers aged 18 plus

dissatisfied with this response you have a right to appeal to an
independent officer within the council. They will re-examine your request
and assess whether we have adhered to the requirements of the act. Should
you wish to follow this course of action please address your concerns in
writing to the above address.

to ask the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear
that she expects all applicants to exhaust internal appeals procedures
