Dear Ian Wolf,

Thank you for your Freedom of Information request received on 20 May
2011. You asked:-

'Please email me copies of any user help and guidance manuals you hold

And your subsequent clarification on the 25 May:-

I am writing to advise you that the time limit for responding to your
request for information needs to be extended.

It is occasionally necessary to extend the 20 working day time limit for
issuing a response. In the case of your request, I need to extend the
time limit because the information requested must be considered under
one of the exemptions to which the public interest test applies. This
extra time is needed in order to make a determination as to the public
interest.

Accordingly, I hope to let you have a response by 13 July 2011.

If you have any queries about this letter please contact me quoting the
reference number above.

You can simply redact parts that would not be in the Public interest to disclose. Details of the system of payments is already in the Public domain via published contracts, reports and memos. The Public interest favours disclosure as I/we/they need to see how Public funds are being spent and the methods of how they are authorised and verrified is in the Public interest.
