OUR RESPONSE:

 

Question 1: Equality, diversity and inclusion for staff:

 

The CCG’s Staff Handbook includes Gender Re-assignment in explaining HR
processes to cross-reference staff protected characteristics where these
have been shared with anonymous monitoring of the experience of the CCG’s
workforce. Information is drawn from the Electronic Staff Record which can
be self-administered by individual members of staff. It is also informed
by HR processes such as grievance disciplinary cases. In addition, the CCG
Staff Handbook explains the role of the CCG’s Safeguarding Team and that
they may be contacted for any concerns, including domestic violence and
abuse.

 

The CCG’s Staff Engagement Group provides a forum through which individual
members of staff can raise concerns directly with their team staff
engagement representative. During the COVID-19 pandemic contact has been
maintained via a designated staff engagement email account and MS Teams.

 

The CCG’s Equality and Diversity Strategy includes the right of CCG staff
to work in an environment that is free from discrimination, victimisation
and harassment. This underpinned by the Equality Act 2010, Human Rights
Act 1998, and the NHS Constitution Pledges, Rights and Responsibilities of
Staff.

 

Question 2: Equality , diversity and inclusion for patients.

 

The CCG’s Equality and Diversity Strategy recognises and values the
diversity of the population served and equality is central to the work of
the CCG so that high quality health services are commissioned for all
Portsmouth residents. This work is underpinned by the Equality Act 2010,
Human Rights Act 1998, NHS Constitution Pledges, Rights and
Responsibilities of Patients, and the Health and Social Care Act 2012
requirements to reduce health inequalities, promote patient involvement,
and involve and consult the public.

 

Equality impacts on gender re-assignment are considered as part of formal
equality impact assessment on all commissioning projects and plans.

 

Questions 3 to 7.

 

Commissioning of transgender services are the responsibility of
Specialised Commissioning. These questions therefore need to be directed
to NHS England and NHS Improvement South East which is based in
Southampton.
