Please supply the protocol/implementation policy used by the authority in defining areas for black bin usage as opposed to plastic sacks.

Response:
All properties have been assessed for wheelie bins. Any properties that have no side access and no front boundary remain on a weekly black sack collection.

Any properties that on a collection round with no food waste collection are on our rural and restricted round, collected by a smaller vehicle and will remain on a weekly collection for black sacks.

Any properties that have restricted access to properties due to the nature/condition of the highway servicing ALL affected properties and/or constraints around the servicing of wheeled bins and subsequent manual handling including the movement of wheeled bins over surface(s) deemed unsuitable for a wheeled bin will remain on a weekly collection for black sacks.

In addition please indicate which officer has the responsibility to determine the allocation of bins and what criteria they use to do so.
Response:
Ultimate responsibility lies with Street Scene Manager, these powers are delegated to the Technical Officers within the Street Scene team. Criteria used would reflect the same criteria as the initial audit of properties for the suitability of wheeled bins as described above to ensure continuity of service.
