1. Since 1 April 2009 how many applications for a Care Order have been made by the Local Authority?

2. At the date of replying, how many children are in the care of the Local Authority under:

a. A S31 Order
b. A S20 Order

3. How many of the applications for a Care Order made since 1 April 2009 have resulted in:

a. A Supervision Order
b. A Care Order - Permanent Foster Care/Care Home
c. An Adoption Order.
d. A Special Guardianship Order - placed with family
e. No Order

4. In relation to 3b, 3c and 3d how many of the parents had:

a. Been convicted of a criminal offence against their children
b. Had the benefit of a residential family assessment

5. In relation to 3c how many applications for freeing orders were made?

6. In relation to question 1. how many of the parents had made an official complaint against children's services prior to the commencement of care proceedings?

Your request for information (ref 116459) has now been considered and the
information requested is below/attached:

1. Since 1 April 2009 how many applications for a Care Order have been
made by the Local Authority?

o The Integrated Children's System (ICS) does not report on
applications made only on orders granted. The Legal Department does not
hold this information in reportable format either so we are not able to
answer the question. However, between April 2009 and December 2010 131
children were made subject of Interim Care Orders by the Courts

2. At the date of replying, how many children are in the care of the
Local Authority under:

a. A S31 Order 84

b. A S20 Order 68

3. How many of the applications for a Care Order made since 1 April
2009 have resulted in:

a. A Supervision Order

b. A Care Order - Permanent Foster Care/Care Home)

c. An Adoption Order.

d. A Special Guardianship Order - placed with family

e. No Order

o For the reason stated in response to question one, we cannot
answer this question. However, seven children were made subject of
supervision orders, 28 children subject of care orders, 22 subject of
adoption orders and three subject of special guardianship orders by the
Courts between April 2009 and December 2010.

4. In relation to 3b, 3c and 3d how many of the parents had:

a. Been convicted of a criminal offence against their children

b. Had the benefit of a residential family assessment

o For the reason stated in response to question one, we cannot
answer this question. Convictions against adults are not recorded in
reportable format in ICS. However, between April 2009 and December 2010
seven families had a residential assessment.

5. In relation to 3c how many applications for freeing orders /
placement orders were made?

o For the reason stated in response to question one, we cannot
answer this question. Freeing Orders are no longer made but in the period
April 2009 to December 2010 30 children were made subject of Placement
Orders by the Courts

6. In relation to question 1. how many of the parents had made an official
complaint against children's services prior to the commencement of care
proceedings?

o For the reason stated in response to question one, we cannot
answer this question. Information concerning complaints, compliments
and comments for the Council is held centrally and not linked to ICS.
However, we do not investigate complaints whilst care proceedings are
ongoing. This is in view of the fact that the issues raised are likely to
form part of the proceedings Should parents involved in proceedings wish
to make a complaint there are advised to contact the complaints department
if those issues are not addressed in Court.
