Prosecutions of ‘rogue landlords’ between January 2015 and July 2022

Dear FOI Team,

I write under the terms of the Freedom of Information Act to request data relating to the number of ‘rogue landlords’ successful prosecuted between January 2015 and July 2022.

In the context of this request, the term ‘rogue landlord’ is defined as a landlord who ‘knowingly flouts their obligations by renting our unsafe and substandard accommodation to tenants, many of whom may be vulnerable.'

As part of this, I would like the information broken down into the following:

i) The number of rogue landlords not complying with safety regulations identified by this authority between January 2016 and July 2022;

ii) Of this amount, the number of rogue landlords not complying with safety regulations that were successfully prosecuted during the requested time frame;

iii) Of the total amount, the number of rogue landlords not complying with safety regulations that were unsuccessfully prosecuted during the requested time frame;

iv) Of the total amount, how many rogue landlords not complying with safety regulations that have been punished via other means, e.g. fines.

Thank you for your Freedom of Information requests which were received by
both South Oxfordshire District Council and Vale of White Horse District
Council, logged under 2022/801 South Oxfordshire and 2022/804 Vale of
White Horse. Please note that the two councils operate as a shared service
hence this joint response.

 

Under Section 1 of the Freedom of Information Act 2000 (the 2000 Act) you
are entitled to be informed in writing whether the council holds the
information specified in your request and, if that is the case, to have
that information communicated to you unless any of the statutory
exemptions apply. I have considered your request and can confirm we do
hold some of the information asked and I do not believe any of the
statutory exemptions apply to your request. Please find below the
information you requested (where available).

We do not hold a record of the number of landlords who have not complied
with safety regulations separately form the total number of service
requests received by the team. Not all service requests received by the
team are complaints about housing standards/housing offences, i.e. licence
applications.
