Information Act 2000.  I can confirm that the Council does hold this

I would be grateful if you could provide full details of all
correspondence between Sunderland City Council and The Showmen’s Guild
regarding the possible sale of the land north of Blind Lane, Houghton le
Spring.

Please find attached the correspondence between the Council and the
Showmen's Guild regarding the sale of land north of Blind Lane, Houghton
le Spring. I can confirm that the Council is not in discussion with the
Showmen's Guild but rather an individual member of it.

 

I hope this is satisfactory.  If, however, you are dissatisfied with our

(Proposed sale of land north of Blind Lane Houghton le Spring).

Sunderland City Council were approached by an individual in June 2014 to
discuss the potential purchase of the land you refer to above.

 

When the individual was comfortable he could progress with a planning
application to test if the scheme was acceptable, the Council started
discussion on terms for a potential sale. Part of the process in agreeing
terms is to agree a price, therefore the Council commissioned  an
independent valuation from the Valuation Office Agency. The attached PDF
relates to this point.

 

The Council has not yet entered into a conditional contract based upon the
terms. Please note that a planning application relating to the site has
not been received yet.

 

The documentation attached represents the documentation between the
Council and the proposed purchaser of the site you refer to. The
documentation has been redacted where it has been deemed to be
commercially sensitive under Section 43 (Commercially Interests) of the
Freedom of Information Act. The public interest test has been considered
and it is felt that releasing the redacted information may impact on
the Council’s ability to negotiate prices for similar plots of land  as
well as the plot in question should the sale not proceed.  Whilst there is
a public interest in the provision of information in relation to the
authority’s commercial activities, the detriment to the authority as
detailed above, is considered to be greater in this instance.

 

The documentation has also been redacted to remove the personal identifier
information in relation to the proposed purchaser and their
representatives and also to remove the name and contact details of the
officer within the Council dealing with the sale of the land. This is in
accordance with guidance issued by the Information Commissioner’s Office
in releasing personal data of public authority employees, with specific
regard to the sections which outline that senior employees should expect
their posts to carry a greater level of accountability and scrutiny, since
they are likely to be responsible for major policy decisions and the
expenditure of public funds. The Council firmly believes this level of
scrutiny does not apply to individual team managers.
