Proposed Park and Ride and new bus priority measures

Response to this request is long overdue. By law, under all circumstances, Cardiff City Transport Services Limited should have responded by now (details). You can complain by requesting an internal review.

Dear Cardiff City Transport Services Limited,

The Vale of Glamorgan Council have included bus priority measures from the Merrie Harrier pub on Cardiff Road, Llandough along Barry Road (A4055) to the Barons Court Junction, Penarth in their transport strategy and LDP Deposit. Curiously, no bus services appear to run along this stretch of road.

A second inclusion, defended by council officers at the planing inspectors hearing of the LDP Deposit, is a Park and Ride scheme at Cosmeston Lakes and Country Park. At the hearing it was suggested that existing bus services would be utilised to serve the Park and Ride, however, normally dedicated services are used. Given that Park and Ride is usually accompanied by bus priority measures, such as that proposed for Barry Road (above), it would appear that the bus priority along Barry Road is associated with the proposed Park and Ride.

I assume that SEWTA and Cardiff Bus are aware of the plans for the Park and Ride.

What does Cardiff Bus know in regards to the Park and Ride?

Will there will be a dedicated service, or existing services amended to serve the proposed car park?

If existing services are to be redirected, which routes will change? 94? 95A? And will there possibly be a loss of service for the bus stops within the town of Penarth?

I would like to see the documents that Cardiff Bus and the Vale of Glamorgan Council have exchanged regarding the proposed Park and Ride and bus priority measures.

From the vague details available in council documents, it appears that someone has decided to build a park and ride "somewhere", without any evidence or research that suggests there is a need, or an idea of how this scheme will be realised. Hopefully, Cardiff Bus has some answers!

Yours faithfully,

Ian Perry

Dear Mr Perry

Thank you for your e-mail of 30^th March regarding the proposed park &
ride and new bus priority measures at Cosmeston Lakes.

In answering the questions raised by yourself please find below our
responses:

I assume that SEWTA and Cardiff Bus are aware of the plans for the Park
and Ride?

We were made aware of the Park and Ride site location as part of a
presentation of the Vale of Glamorgan’s Local Development Plan (LDP),
which has yet to be adopted. For information SEWTA no longer exists having
ceased on 31^st March 2014.

What does Cardiff Bus know in regards to the Park and Ride?

We know the planned location – as described in the LDP.

Will there will be a dedicated service, or existing services amended to
serve the proposed car park?

The operational aspects will need to be determined by the council.

If existing services are to be redirected, which routes will change? 94?
95A? And will there possibly be a loss of service for the bus stops within
the town of Penarth?

As above the operational aspects will need to be determined by the
council.

I would like to see the documents that Cardiff Bus and the Vale of
Glamorgan Council have exchanged regarding the proposed Park and Ride and
bus priority measures.

We have not exchanged any documents with Vale of Glamorgan Council.  The
only document we have seen is the LDP, which is available on the Vale’s
website.

From the vague details available in council documents, it appears that
someone has decided to build a park and ride "somewhere", without any
evidence or research that suggests there is a need, or an idea of how this
scheme will be realised. Hopefully, Cardiff Bus has some answers!

As noted above the proposal is part of the Vale’s LDP.

I trust this suitably answers your questions, however if you are
dissatisfied with this response for any reason you do have a right to
