Proposal to build a 'satellite' school using the Selective School Expansion Fund

Dear Queen Elizabeth's Grammar School, Faversham,

I would like some information on your bid to build a 'satellite' school, and specifically on the responses to your consultation which ran for 4 weeks earlier this year as part of a bid for the Selective School Expansion Fund.

1) How many responses were there to the consultation? Of these responses how many were a) positive about your proposal b) negative about the proposal c) neutral.

2) How many members of the public attended your open meeting(s)?

3) In your application to the DfE for the SSEF funding did you mention any of the following?

a) The online petition criticising the 'satellite' expansion. If this was mentioned did you detail how many people had signed this petition?

b) Complaints about the consultation process ie. the length of consultation being too short, or failure to detail movement between school sites.

c) Negative comments from the headteachers or governors of local non-selective schools.

4) What prediction was made about the increase in pupil premium pupils at the school as outlined on the application form?

5) Can you send me the explanation given to the DfE regarding your Progress 8 score being below zero? Applicants for the SSEF are supposed to have above average pupil progress.

6) Have you received legal advice on using two school sites a number of miles apart?

7) Can you send me any plans or proposals the school has drafted regarding plans for pupils and/or staff to travel between the 'satellite' school and the main school building?

I have outlined here the questions that I most interested in, but if it is easier for you to respond by simply sending me a copy of the Excel application form you sent to the DfE - plus relevant supporting documents this is fine. Of course, you may redact any confidential or financial details if you choose to send me the full application form.

Please be aware the school office is now closed until school resumes on
the 2nd September 2019

For FOI requests, the school will reply within twenty school days
(excluding school holidays), in line with the guidance of our FOI Policy
which can be found under the Policies section on this website.

For SARs, the school usually responds within one calendar month. Please
note however, that requests received during or just before the school
summer holiday period will not be able to be responded to within one
calendar month. The school is closed between 22nd July - 2nd September,
therefore all requests received in this period will be processed from 2nd
September when staff return to work.

about the proposal c) neutral. We received 64 responses, of which 67%
positive and 33% negative (43/21).

2) How many members of the public attended your open meeting(s)? 3 in
Faversham and 17 in Whitstable

3) In your application to the DfE for the SSEF funding did you mention
any of the following?

a) The online petition criticising the 'satellite' expansion. Yes If
this was mentioned did you detail how many people had signed this
petition? Yes

b) Complaints about the consultation process ie. the length of
consultation being too short, or failure to detail movement between
school sites. No, this was only mentioned in one of the responses.

c) Negative comments from the headteachers or governors of local
non-selective schools. These responses were not mentioned specifically
as we were asked to provide a summary of all responses on the form -
additionally, there is a very limited amount of space on the submission
form in which to provide the summary.

4) What prediction was made about the increase in pupil premium pupils
at the school as outlined on the application form? Currently 12%,
looking to raise the PP rate in the existing and satellite school to
20%.

5) Can you send me the explanation given to the DfE regarding your
Progress 8 score being below zero? Applicants for the SSEF are supposed
to have above average pupil progress.   In the criteria section 1.3 Who
can apply for funding? It states that applying schools must have 'a
Progress 8 score of at least the national average'. We have a problem
with this, but for just this year. At Queen Elizabeth's, students take
their 'option' GCSE subjects at the end of year 10 and perform well,
leaving year 11 to focus on their remaining 'core' GCSE subjects
(English, maths and sciences). In 2018, due to factors well beyond our
control, the DfE decided to calculate results using only the new linear
9-1 GCSE qualifications. The impact of this for us was that the year 10
examinations (all 'old' style legacy A*-G qualifications) were not
included, meaning our official P8 score is -0.32, which is not a true
reflection of what actually happened. If we had been able to include the
year 10 exams it would have been above 0 and into the national average
band. The published score is in no way typical of this school, a fact
which is also mirrored in our EBacc score of 0, when it has been around
70% in previous years despite it not being compulsory. Also, our Post-16
Progress score of 0.26 makes Queen Elizabeth's the highest performing
secondary school in Kent (including the Independent sector) and the
third highest performing selective school in the country. As you can
see, we are potentially in the position of being prevented from making
an application due to the accountability framework which has discounted
students' achievements and left us with a P8 score which is totally
misleading.

6) Have you received legal advice on using two school sites a number of
miles apart? No, but we have consulted with the Weald of Kent Grammar
School on their operation across Tonbridge and Sevenoaks. 

7) Can you send me any plans or proposals the school has drafted
regarding plans for pupils and/or staff to travel between the
'satellite' school and the main school building? No firm plans in place
at present - the project has not been endorsed and even then, we have 3
years of planning before it will open. There is plenty of time to work
out the details.

submitted.

We have no update on where a satellite might be situated at this point in
time.

We received 64 responses to the consultation with 67% or respondees in
favour of the Satellite proposal Many of the objections were not
specifically about the proposed satellite, but more generally
anti-grammar. The campaign group, Comprehensive Futures were present at
both consultation events (xxx xxxxxx xxxxx xxxxxx xxxxx xxx xxxxxx x xx
xxx xx xxxxxxxx xxxxxxxxx, xxxxxxx xxxxxxx xxx xxxxxxxx xx xxxxx
xxxxxxxxxxx xxx xxx xxxxx xxxxx). There was some concern expressed about
poaching the best (non Grammar assessed) pupils from local high schools.
Most support was local, opposition was largely from anti-selection
campaigners nationally; an online petition gathered 330 responses, the
furthest from Casablanca!
