Within response FOI-101006396205 dated 10th February 2023 provided by Assets, Capital and Commercial Service, a proposal of works is cited as having been circulated amongst the Car Parks and Education Teams. 1) Can I please have a copy of that proposal of works referred to which was circulated to Car Parks and Education Teams.

Also citied within FOI-101006396205 is 'that there were no conflicts with the highways'. 2) Can you please confirm that the Highway Authority was consulted and on which date. 3) Can I please have a copy of the written authority confirming that there were no conflicts with the highway.

4) Was the capital expenditure of the project through a school condition allocation (SCA), devolved formula capital (DFC), or another source (if so what source)?

Cornwall Council Asset - Reference FOI-101006616216. In normal

The information I sought under Point 2 was whether the Highway Authority was consulted and on what date. You have responded with the date that the Car Parks Team was consulted. Please can you confirm.

The information I requested at Point 4 was as follows: Was the capital expenditure through a school condition allocation (SCA), devolved formula capital (DFC), or another source (if so what source)?

The sources are explained on the DFE website.

In any given financial year, eligible schools can access funding through either:

school condition allocations (SCA), with funds paid to eligible bodies responsible for maintaining school buildings
the condition improvement fund (CIF), a bidding round with funds paid directly to single academy trusts, small multi-academy trusts (MATs), small voluntary aided (VA) bodies and sixth-form colleges
In addition, devolved formula capital (DFC) is allocated for individual schools and other eligible institutions to spend on capital projects that meet their own priorities.

Please confirm which of these was the source of the capital expenditure of works in the car park.

Thank you for your further enquiry - I have sought a response from the
service in relation to your questions and have detailed their response
below.

 

1. The information I sought under Point 2 was whether the Highway
Authority was consulted and on what date.  You have responded with the
date that the Car Parks Team was consulted.  Please can you confirm.

 

The Highways Team were not consulted formally given that the highway that
provides access to the new parking area is not believed to be part of the
Cornwall Council adopted network.

Clarity on the source of funding should be obtained from the school. 
Cornwall Council received no requests from the school to fund any part of
