CEC sent me a copy of your email dated 23rd June 2012 yesterday (19th July
2012) with a request that I respond to you directly on the queries you
have raised with regards to the Statutory Notice works undertaken at 35-37
Hillside Crescent. 
1. Hypostyle were responsible for compiling the schedule of works.  
2. At that time we felt it was prudent to include the flat roofing, as we
have done on many other projects, even although this was not listed on the
Statutory Notice and there were reports of roof leaks.  This then gives
the Owners the opportunity to consider whether or not they wish to take
advantage of the scaffold being in place.   When the first Owners meeting
took place in CEC offices at the City Chambers this was fully discussed
and the Owners asked that we carry out an inspection and make a
recommendation before they decided whether or not they wished the felt
roof to be replaced.  Our report dated July 2009 is attached and on the
basis of that the flat roofing was not replaced.
3. I cannot advise why there was a delay from August 2003, when the
Statutory Notice was issued, as Hypostyle were not appointed by CEC until
April 2008 and have no knowledge of the project prior to that.  CEC will
have to respond further on that matter.  Our involvement was triggered by
a stone fall, which resulted in 'Emergency Works' being actioned by CEC.
 It was while these works were ongoing that it was decided to fully deal
with the matters included in the Statutory Notice.
