Proof of Spending
Dear Welsh Water (Dŵr Cymru),
As per the Freedom of Information Act I would like to please request proof of where Welsh Water spend their customers money.
I do not wish to see a list of percentages or a budget, but I require actual evidence as listed below. I would also like to request additional information also listed below:
1) I require to see the all of previous 3 years of receipts for where Welsh Water customers money is being spent. As mentioned, neither the budget, nor a list of percentages can be considered proof or evidence. Hence I require proof in pounds (£) as to where the money is being spent.
2) Who actually provides the water itself? For example National Grid supplies electricity, the energy companies are merely a billing and metering service. Is this the same case for our Water supply? If so could you please tell me who supplies the actual water?
3) Are Welsh Water purely a billing and metering service?
4) What are the responsibilities of Welsh Water? For example is pipe maintenance your responsibility? Both physically and financially?
5) Do Welsh Water have the power to turn off the water supply to a single property if required to do so?
6) If so are Welsh Water legally allowed to shut off the water to a single property for whatever reason? Or is against the law for Welsh Water to shut off the water supply to a property?
7) Is any governing body or company legally allowed to shut off the water supply to a single property for any reason? Or is this against the law?
8) Is it a legal requirement, not legislation, that a person pays for water?
9) Is our actual water supply paid for all ready through income tax, VAT on purchases in the UK or by any other means other than customers money?
10) Is our water system building and maintenance paid for all ready through income tax, VAT on purchases in the UK or by any other means other than customers money?
11) Finally I require a copy of contract in where I agree to pay for Water. Please do keep in mind that an 'assumptuous agreement' does not stand up in court.

Dear Welsh Water,
I filed a FOI request earlier on in the month. I have not had reply to this request or even an acknowledgement. I have made the request via two separate routes.
I would like to remind you that by law I should have received a full response by the 25th May 2022. This date has now passed.
I will give 7 working days from today, so until 5pm on Tuesday 7th of June 2022 for the full FOI reply. If I have not received a reply by this date I will be taking this request, and more importantly the lack of response, to the Information Commissioner.
