Dear Gavin Knox

Freedom of Information Request 13511: Payment of suppliers invoices

I am writing regarding your request which I received on 17 January, 2015.
I have provided the answer to each of your questions below.

1) Total number of bills paid in the period

The council’s Business Support Centre paid 312,681 invoices in the period
1^st April 2014 to 31^st October 2014.  This includes purchasing card
payments and payments to utility suppliers.

2) Bills paid within 10 working days

The council manages payment of suppliers according to agreed contract
settlement dates, as such we pay bills as close to that date as possible.
We do not routinely report on the number of days bill were paid and for
this reason we estimate that to gather the information together would
exceed the appropriate limit of £450.  This figure represents the
estimated cost of one person spending 18 hours to gather the information
you require.  Under Section 12 (appropriate limit and fees) of the Freedom
of Information Act 2000, the Council is not obliged to comply with your
request.

However, we can confirm the number of invoices paid via the council’s
purchasing card as these are paid in less than 10 days in accordance with
agreed payment terms.  For the period 1^st April 2014 to 31^st October
2014 there were 64,101 purchasing card transactions.  In addition, the
Council has a small suppliers scheme where eligible suppliers are paid
within 20 days.  Full details of the Council’s small suppliers scheme may
be found at
[1]http://www.leeds.gov.uk/Business/Pages/S...

3) % Bills paid within 10 working days

The Council reports on the payment of suppliers within 30 days or agreed
payment terms, having a target of 92%being paid within that period.
99.54% of undisputed invoices were paid within 30 days or contract terms
for the period 1^st April 2014 to 31^st October 2014.

4) Total bills paid within 30 days of receipt of an undisputed
invoice

99.54% of undisputed invoices were paid within 30 days or contract terms
for the period 1^st April 2014 to 31^st October 2014.

5) % bills paid within 30 days

92.62% of invoices were paid within 30 days or contract terms for the
period 1^st April 2014 to 31^st October 2014.
