Prompt Payment of Suppliers Invoices - Prompt Payment Code

I am keen to have sight of any communications the Department issued
to NHS Organisations in England regarding:

1) Prompt Payment of suppliers invoices;
2) Reporting requirement in relation to the Prompt Payment of
suppliers invoices;
3) Becoming signatories to the Prompt Payment Code (www.promptpaymentcode.org.uk )

I would ask that you provide copies of all documentation and or correspondence issued by the Department (including letters from the Chief Executive) which are any way connected to the categories detailed above.

This request should be treated as a Freedom of Information request and cover the period from 20/10/2008 to 31/08/2015.

My FoI request of 26th September 2015 refers.

By my reading of the Freedom of Information legislation it appears that the Department of Health by having failed to reply to my request has breached its obligations under the FoI legislation.
