Dear Department of Health (Northern Ireland),

I am writing to request information relating to guidelines in place regarding the promotion of financial stability in health and social care organisations in Northern Ireland.
This request refers to information provided in earlier FOI request (Your Ref) DOH/2017/0095.

You confirmed in recent FOI request DOH/2017/0095 that ‘Circular HSS(F) 29/2000 Promoting Financial Stability Within HPSS Organisations’ identifies the key principles which should apply to the relationship between commissioners and providers when promoting financial stability and the actions to be taken when a material deficit arises or is projected which requires the production of a robust financial recovery plan.

You also confirmed that as of 14th Feb 2017 that one Trust had indicated that it will now enter the formal recovery process for 2017/18.

It was requested by the Permanent Secretary that each Trust should submit its recovery plan to the Department by 28th Feb 2017.

Can you provide the following as part of this new FOI request:

1. Can you provide a copy of guidance ‘Circular HSS(F) 29/2000 Promoting Financial Stability Within HPSS Organisations’ in pdf format?

2. Can you confirm which Trust is being referred to in the Permanent Secretary’s letter of 14th Feb 2017 as indicating that it would enter the formal recovery process for 2017/18?

3. Can you confirm which Trusts – if any – have entered a formal recovery process for 2017/18?

4. Can you confirm which Trusts – if any – have indicated that they may need to enter a formal recovery process for 2018/19?

5. Can you provide a copy of the recovery plan from each Trust – these were due to be submitted to the Department by 28th Feb 2017
