Projects with Liverpool City Council

We're waiting for James Buchanan to read a recent response and update the status.

Dear Liverpool City Region Combined Authority,

It has been disclosed to us by a staff member of Liverpool City Council following previous FOI requests that Mark Bousfield, a Director of the CA has been offered a job at Liverpool City Council and has been advising staff of the Council on how to get money from the CA.

Please consider the following an FOI request.

What is Mark Bousfields employment status at the CA?

Has Mr Bousfield had any involvement in the development, consideration or approval of any projects involving Liverpool City Council over the last 6months?

Please provide a list of any Liverpool projects that have been allocated funding in the last 6months?

Please provide a list of any projects that Liverpool City Council have put forward for funding over the last 6months or that are being actively considered by the CA for funding?

Please provide any email sent/received by Mr Bousfield and any Liverpool City Council officer over the same period.

Thank you for your recent request made under the Freedom of Information
Act. Please find the Combined Authority’s response below.

 

What is Mark Bousfields employment status at the CA?

 

As at the date of your request, and since December 2020, Mr Bousfield held
roles with both the Combined Authority and Liverpool City Council. Mr
Bousfield operated with a clear conflict management approach agreed by the
Chief Executive of each organisation and the Combined Authority’s and LCC
Monitoring Officers. Mr Bousfield did not participate in any decision
making about awarding Combined Authority funding to Liverpool City
Council.

 

From your subsequent request I understand that you aware that Mr Bousfield
left his Combined Authority role in June.

 

Has Mr Bousfield had any involvement in the development, consideration or
approval of any projects involving Liverpool City Council over the last
6months?

 

See above.

 

Please provide a list of any Liverpool projects that have been allocated
funding in the last 6months?

 

•            Denford Road Housing Project

•            Paddington Village, Housing

•            Temporary Film Studios Project (NB. funding agreed in July
2020; payments have been made in last 6 months)

•            Stonebridge Cross Planning Support

•            Liverpool City Centre Stalled Housing Sites

•            Hemisphere Development fundings (NB. This is not a Liverpool
City Council Project – but a project in Liverpool)

 

Please provide a list of any projects that Liverpool City Council have put
forward for funding over the last 6months or that are being actively
considered by the CA for funding?

 

•            Paddington Village Housing Phase 2

•            Green Homes Grant Local Authority Delivery 2 (Housing
Retrofit)

•            Littlewoods Building (NB. This is not a Council project, but
a proportion of the funding is being considered to be routed via Council
to meet necessary payments)

 

Please provide any email sent/received by Mr Bousfield and any Liverpool
City Council officer over the same period.

 

Searches have been conducted and have found in the region of 4,000 emails
either sent or received by Mr Bousfield and Liverpool City Council email
addresses. For the reasons set out in our previous responses to you,
considering the suitability for disclosure of each individual email would
place too great of a burden on the Combined Authority. This request is
therefore refused in accordance with Section 14(1) of the Act.

 

Should you wish to reduce the scope of this request by suggesting a
smaller timeframe or topic, we would be happy to reconsider your request
in line with the legislation.
