Projects to reduce electricity and gas consumption at Knowle

Dear Ms Symington,

I would like to make a formal request under the Freedom of
Information Act 2000. I am also making this Request under the
Environmental Impact Regulations 2004 which require disclosure on
the part of Local Authorities.

This follows on from two parallel FOI Requests:

Firstly I would like to provide context for my request:

Under 'Draft Agenda Item 19' for the 'Executive Board' (today known as the Cabinet) meeting of 6 May 2009, the item is entitled: 'Electricity consumption at the Knowle'
In the summary, it states that 'At the Executive Board meeting on 4 March, Members were advised that there was likely to be an overspend on electricity at the Knowle and that officers were taking action to achieve savings through the work on the Carbon Management Programme.'

In the 'Main body of the Report': 'Electricity consumption at the Knowle': '2.0' it states that there were 'Projects underway to reduce electricity consumption'
- Server virtualisation is planned to get underway later this year.
- Low energy light bulbs are used wherever possible
- Old fluorescent tubes are being reptaced with energy efficient T5 tubes
• The number of light fittings within a cluster is being reduced where possible
- The civic suite heating has been isolated so that it can be heated independenUy
- Cleaners are encouraged to switch off all lights as soon as possible
- Staff are reminded to switch off PCs at the end of each working day
- Printer rationalisation has reduced the number of photocopiers, printers and scanners
- Electricity supply contract has been renewed to obtain best available rates'

1) I would be grateful if you could answer the following questions pertaining to this information:
> What mechanisms were employed to determine the achievement of these Projects?
> How many of these Projects were considered successful?
> What were the results of these Projects?
> What 'savings' were achieved through the work on the Carbon Management Programme'?

Secondly, in the 'Main body of the Report': 'Electricity consumption at the Knowle': '2.1' it states that there were 'Possible projects to reduce electricity consumption'
- Further monitoring of lighting levels to see if offices still have excessive light levels
- Installation of voltage reduction/optimisation device on electricity supply
- Sub-metering to separate computer room consumption
- Automatic switch off of PCs centrally
- Enhanced staff awareness and promotion of energy saving behaviour

2) I would be grateful if you could answer the following questions pertaining to this information:
> Which of these projects were undertaken?
> What were the mechanisms employed to determine the fulfillment of these Projects?
> How many of these Projects were deemed successful?
> What were the results of these Projects?
> What 'savings' were achieved through the work on the Carbon Management Programme'?

3) Also, have any subsequent projects been undertaken from 2009 to date in order to reduce electricity consumption? If so, could you provide similar answers to the questions above.

4) Whilst gas consumption at Knowle is less than that of electricity, I would be grateful if you could let me know if similar projects have been undertaken in order to reduce gas consumption for these periods? If so, could you provide similar answers to the questions above.

5) And finally, what has been the status of the Carbon Management Programme at Knowle from 2009 to date?

I would be grateful if you could provide me with the full documentation. Thank you.

Thank you for your request for information. Your request is being treated under the Environmental Information Regulations as it relates to energy consumption.

You have asked lots of questions and sought explanation and opinion on a variety of issues but have not stated what information you are seeking. We are therefore not able to deal with the request in its current form as we are not under any obligation to provide opinion or explanation under the Regulations nor to create new information in order to answer questions.

Your request is refused under Regulation 12(4)(c) as being formulated in too general a manner. It is not possible for us to establish the information you require.

Simply because the Council does not care for the format of the questions does not absolve it from its duty to answer them.

My questions are absolutely clear and very pointed. I do not seek "explanation and opinion" and I have obviously "stated what information [I am] seeking".

If I omit all contextual background, to avoid any distraction, my questions could not be more precise:

should point out that the report you quote was written 6 years ago and
officers involved with its preparation are no longer employed by EDDC.
There is very little information held in respect of the questions you have
clarified:

Heating system is regularly serviced

I am writing to request an internal review of East Devon District Council's handling of my FOI request 'Projects to reduce electricity and gas consumption at Knowle'.

I find your response more than inadequate.

> You state that officers who dealt with this 'are no longer employed' - but this is irrelevant to the existence or otherwise of any policy or practice, as it is the the authority which determines these matters.

> Similarly, you state that the report is six years old - and yet this is not so long ago and I find it unacceptable that this should excuse the authority from not holding such documentation.

> If projects were set up, there must also have been mechanisms set up by which their success or otherwise could be measured. I cannot accept that this information is 'not held'.

I am sorry that you feel dissatisfied with our responses to your request
for information. The comments regarding the age of the report and the fact
that officers involved with its production no longer work for the
authority were simply statements of fact.

 

We have provided all information held in response to this request and,
whilst I accept that you consider there should be more information
available, I confirm to you that this is not the case. In terms of
"mechanisms to measure the success of projects", as advised, you have been
provided with detailed information about energy consumption and costs.
This is the only information held in respect of energy usage at the
Knowle.
