Dear Highlands and Islands Enterprise,
Every year the public sector in Scotland spends millions of pounds
on projects of all sorts. It would appear that in many cases
project staff and managers are not properly qualified. Can you
please provide;
a) Your project management training strategy (e.g. Prince 2, APM,
PMI)?
b) The number of qualified staff, to one of the above standards, in
your organisation?
c) The number of unqualified staff working on projects?
d) The name of the person responsible for project management
training strategy?

In reply to your request, received on 14^th February 2011, Highlands and
Islands Enterprise (HIE) has responded to your questions below.
Can you please provide;
a) Your project management training strategy (e.g. Prince 2, APM,
PMI)?
HIE has developed in-house project appraisal and project management
methodology specific to the needs of HIE and in line with the principals
of Prince 2 project management methodology. Training programmes have been
designed in conjunction with the development of the project appraisal and
Project Management methodology to ensure that all staff responsible for
appraising and managing projects are trained to the same levels of
competence.
For staff managing more complex projects, HIE are currently considering
the provision of full Prince 2 or similar training.
b) The number of qualified staff, to one of the above standards, in your
organisation?
The number of current staff who have undertaken the project appraisal
training is 136. The number of current staff who have undertaken the
project management training is 70.
c) The number of unqualified staff working on projects?
The number of staff currently on the waiting list for project appraisal
training is 23. The number of staff currently on the waiting list for
project management training is 12.
d) The name of the person responsible for project management training
strategy?
A joint approach is taken within HIE; however Adrian Kitson, HR Services
Manager, can be contacted on (01463) 234171 for any further information
required.
