Project in relation to Freedom of Information and Subject Access Requests

The request was successful.

Dear Hackney Borough Council,

A recent blogpost on What Do They Know says that the council is involved in the process of conducting a discovery and prototyping exercise to understand how Hackney Council currently respond to FOI requests — and also Subject Access Requests (SAR) — ahead of the new General Data Protection Regulation (GDPR), coming into force in May 2018.

The full blogpost is available here:

https://www.mysociety.org/2018/02/09/mak...

Please provide all external correspondence sent by the council since 1 October 2017 concerning this project.

Please provide any agreements or contracts which relate to this project.

In your processing of this request and any consultations with third parties, please bear in mind statements made by What Do They Know/My Society recently in this document:

https://docs.google.com/document/d/1lxrE...

For example - paragraph 4: "Public bodies should consider prioritising responses to requests which will inform current public debate. "

paragraph 33:
"Commitment to greater openness
The current code of practice contains a forward stating: “The Government is committed to greater openness in the public sector. The Freedom of Information Act will further this aim by helping to transform the culture of the public sector to one of greater openness, enabling members of the public to better understand the decisions of public authorities, and ensuring that services provided by the public sector are seen to be efficiently and properly delivered.” We would like to see those commitments and aims reaffirmed any revised document."

Paragraph 54:
".Section 9 of the proposed code of practice would be stronger if backed by legislation, for example to require contractors to provide requested information to the public body they are contracted by when a Freedom of Information request for it has been made. Memoranda of understanding and contracts can set out working arrangements but the principles should be laid down in law. "

Yours faithfully,

J Taylor

Dear Hackney Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hackney Borough Council's handling of my FOI request 'Project in relation to Freedom of Information and Subject Access Requests'.

You were required to respond within 20 working days and have not done so. The What Do They Know website advises that I should seek an internal review into the handling of the delay.

I would also like to make a new request for any correspondence between the council and What Do They Know or its associated governing bodies (My Society and UK Citizens Online Democracy) about this request to date.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

Yours faithfully,

J Taylor
