Progress Reports for the CNHC

I understand that the Prince of Wales's Foundation for Integrated Health is to provide progress reports to the Department of Health about the newly established Complementary and Natural Healthcare Council.

I would like to have copies of any report made over the past twelve months as I understand the reports are "a means of external monitoring and accountability which ensures openness and transparency in the process".

On the 15 April 2009, I made a Freedom of Information request to you concerning reports from the Complementary and Natural Healthcare Council to the Department of Health.

On the 16th of April, you replied that you would respond within 20 days and that if there was likely to be a delay you would let me know.

You have done neither.

Dear Mr Lewis
Thank you for your email of 16 April asking, under the Freedom of
Information Act, for copies of any reports made over the past 12 months by
the Prince of Wales' Foundation for Integrated Health (FIH) to this
Department (DH) about the Complementary and Natural Healthcare Council.
With reference to paragraph one of your letter, the FIH has not been
requested to provide progress reports about the Complementary and Natural
Healthcare Council (CNHC) to the Department of Health. The CNHC is a
separate organisation and the FIH is not responsible for them. The FIH
was responsible for the steering group which set up the CNHC, but these
organisations are now completely separate.
Referring to your second paragraph, there have been no reports made to DH
since the opening of the CNHCs Register in January 2009. I understand
that the CNHC Board will, with effect from their May meeting, be making
decisions from their meetings available on the CNHC website. The
committee meeting minutes will not be publicly available, as the function
of the committees is to advise and report to the Board. We will be
meeting quarterly with the CNHC, and we have asked them to supply reports
to inform these meetings.

If it is true that the Department of Health has agreed additional funding to the CNHC surely this must have been based on some kind of report ( a progress report perhaps?)- maybe the requester could follow this up?

Thank you for your prompt response to our reply (our ref.DE00000406273) to
your Freedom of Information (FOI) request of 16 April.
I reiterate my earlier reply which stated that the Prince's Foundation for
Integrated Health (FIH) has not been requested to provide progress reports
about the Complementary and Natural Healthcare Council (CNHC) to the
Department of Health. Therefore, no reports of this nature have been
received by the Department either since January 2009 or before that.
In the request you sent on 15 May, you asked a new question about reports
on how the money the Department has given to the FIH has been spent. The
Department does have reports from the FIH which span the period 2005-2008,
which is the period which the -L-900,000 grant covered. These reports,
however, are operational rather than fiscal (and there are references to
the formation of the CNHC) - but do not fall within the last 12 months,
which is what you requested. Please let me know if you wish to see these
reports.

Thank you for your email of 26 May requesting, under the Freedom of
Information (FOI) Act, details of funding given by the Department of
Health (DH) to the CNHC.
I can confirm that DH has agreed to fund the CNHC -L-409,300 for 2009/10
provided they continue to make good progress against their business plan.
The CNHC has requested funding of -L-127,750 for 2010/11 but this has not
yet been confirmed. There has been no funding agreed beyond 2010/11 as it
is expected that the CNHC will be self-funding through registrants' fees
by that time.
As you request documents relating to the continued funding, I attach a
letter from DH to the CNHC confirming this. The names of one present and
one former official have been redacted in accordance with our obligations
under S40(2) of the FOI Act, which relates to the personal data of living
individuals whose release would be in breach of our obligations under the
Data Protection Principles set out in the Data Protection Act.
