Dear Mr Storey

I am writing in response to your request dated 2 September 2018.  This has
been dealt with under the Environmental Information Regulations 2004.

You asked for the following information:

Ca you please supply documents relating to the progress of the 2025
transport plan?  Can you please provide the status and what has been
achieved since the publication of the plan

Particularly around,

A1, A4, A6, A7, A8, A9, B1, B3, C10

The Council's response is set out below:

The response relates to the 2025 Kirklees Transport Vision.

A Vision could be described as: “An aspirational description of what an
organization would like to achieve or accomplish in the mid-term or
long-term future. It is intended to serves as a clear guide for choosing
current and future courses of action.”

The 2025 Kirklees Transport Vision has a number of aspirational goals. You
have requested information on a specific number:

+------------------------------------------------------------------------+
|Goal|Definition |
|----+-------------------------------------------------------------------|
|A1 |Publicly accountable bus services so that they serve local needs |
| |and improve accessibility. |
|----+-------------------------------------------------------------------|
|A4 |An extended Bus Rapid Transit network linking Kirklees with other |
| |districts |
|----+-------------------------------------------------------------------|
|A6 |Simple through ticketing system for bus, rail and taxi. |
|----+-------------------------------------------------------------------|
|A7 |Integrated park & ride facilities for bus and rail. |
|----+-------------------------------------------------------------------|
|A8 |A fare structure that encourages public transport use |
|----+-------------------------------------------------------------------|
|A9 |Enhanced passenger facilities at local and strategic locations with|
| |improved waiting facilities, real-time information and comfortable,|
| |clean, modern vehicles with easy access for all. |
|----+-------------------------------------------------------------------|
|B1 |Increased use of sustainable modes of travel to safeguard the |
| |environment |
|----+-------------------------------------------------------------------|
|B3 |Local services are promoted and local produce used, reducing the |
| |need to travel. |
|----+-------------------------------------------------------------------|
|C10 |Understand the current and future impact of congestion on economic |
| |performance and the role of demand management measures in tackling |
| |congestion |
+------------------------------------------------------------------------+

You should note that the delivery of transport improvements is coordinated
by the West Yorkshire Integrated Transport Authority, in partnership with
the 5 West Yorkshire District Councils.  More information can be found
here: [1]https://www.westyorks-ca.gov.uk/transport/

The goals within the 2025 Transport Vision are worked up into a series of
delivery documents and projects. One key document is called the West
Yorkshire Transport Plan. Kirklees works in partnership with the other 4
West Yorkshire Authorities and the West Yorkshire Integrated Transport
Authority to produce this 15-year Local Transport Plan (LTP) for West
Yorkshire. The Plan covers the period 2011 to 2026, is a statutory plan
for transport and is a publically available document.

Much of the information in terms of progress towards the delivery of the
2025 Kirklees Transport Vision goals is therefore publically available,
either through the specific West Yorkshire Local Transport Plan website:
[2]https://www.wymetro.com/wyltp/, or on the general West Yorkshire
Integrated Transport Authority website:
[3]https://www.westyorks-ca.gov.uk/transport/

We have taken the opportunity to signpost you to the former and also have
provided a table of links for some specific reports on the goals where you
have requested particular information:
