Dear Chelmsford Borough Council,

I am writing to ask that you please provide me with the spend for your Professional Services procurement at the Authority, by which I mean the procurement of projects and consultancy through Statement of Work excluding temporary agency staff.

• What have you spent on Professional Services over the last 12 months?
• What did the authority spend on professional Services Between April 2019 and March 2020?
• Between April 2019 and March 2020, which categories had the highest level of spend throughout that period?
• Has the authority planned any large construction-based projects over the next two years?
• If you have got construction projects planned, please could you provide project details, budget and timeframes?
• What is the Councils current process to engage with professional service providers? Please could you provide details of the process and name third parties if they are being used.

I am sending this email in response to your Freedom of Information Act
(2000) request reference IR 8383. Please use this reference in any

•            What have you spent on Professional Services over the last 12
months?

 

I can confirm that, from September 2019 to present, £4,704,535 has been
spent on professional services. For further breakdown, £2.6m was sent to
Essex County Council for Highways Activities related to Planning, and
£839k for various property related services.

 

•            What did the authority spend on professional Services Between
April 2019 and March 2020?

 

£3.5m was spent on professional services between April 2019 and March
2020.

 

•            Between April 2019 and March 2020, which categories had the
highest level of spend throughout that period?

 

-              Digital Services

-              Construction consultancy in relation to Riverside Leisure
Centre redevelopment 

-              Planning viability work

-              Gas main relocation

-              Highways – Essex County Council

-              Legal - various

 

•            Has the authority planned any large construction-based
projects over the next two years?

 

No, the Council has not planned any large construction-based projects over
the next two years.

•            If you have got construction projects planned, please could

process and name third parties if they are being used.

 

The Council use a number of procurement frameworks for recruiting
professional service providers including those provided by: Crown
Commercial Services, NHS SBS, YPO and ESPO.

 

Additionally, for professional temporary staff the Council has a master
vendor agreement with Adecco.

 

Right to Internal Review

If you are dissatisfied with this response or with the way your request
