• Between April 2019 and March 2020, which categories had the highest level of spend throughout that period?
• Has the authority planned any large construction-based projects over the next two years?
• If you have got construction projects planned, please could you provide project details, budget and timeframes?
• What is the Councils current process to engage with professional service providers? Please could you provide details of the process and name third parties if they are being used.

The Council has a duty to respond ‘promptly’, or no later than 20 working

All values stated have been taken from our financial system and include
all items of spend recorded by service areas against the Consultants code.

 

Professional Services has been taken to generally mean ‘consultants’. The
below table shows the amounts that were charged to the consultants ledger
code within revenue and capital areas. For capital schemes this will
include elements of professional advice and support, which may or may not
be separate to construction or contractor costs i.e. costs including
project management fees, inspections, and other professional fees in areas
not undertaken by the Authority rather than simple consultancy advice
could be included. Each scheme’s budget manager would need to review all
transactions to analyse differently and due to the large number of items
involved any further analysis would take the FOI request outside the time
limit, which is set in regulations for local government at 18 hours, to
extract the information from individual records. Consequently, the Council
is not obliged by the Freedom of Information Act 2000 to respond any
further to this part of your request.

 

Broadly speaking revenue expenditure on Consultants for 19/20 was
£156,208.06 on economy/growth, £385,695.35 on the transformational
projects and the balance of £190,273.09 on a range of other projects.

 

It should be highlighted that the data for 19/20 covers the period 1^st
April 2019 to the 31^st March 2020 and the last twelve months covers the
period 1^st November 2019 to 31^st October 2020, as these dates crossover
some costs will be included in both totals.
