Dear Powys County Council,
I am writing to ask that you please provide me with the spend for your Professional Services procurement at the Authority, by which I mean the procurement of projects and consultancy through Statement of Work excluding temporary agency staff.
• What have you spent on Professional Services over the last 12 months?
• What did the authority spend on professional Services Between April 2019 and March 2020?
• Between April 2019 and March 2020, which categories had the highest level of spend throughout that period?
• Has the authority planned any large construction-based projects over the next two years?
• If you have got construction projects planned, please could you provide project details, budget and timeframes?
• What is the Councils current process to engage with professional service providers? Please could you provide details of the process and name third parties if they are being used.

By Professional Services I mean procurement of projects and consultancy through Statement of Work that is outside IR35, but excluding temporary agency staff.
The value of any large projects that exceed 10m within all categories, for example housing, ICT, social care and education.

procurement of projects and consultancy through Statement of Work
excluding temporary agency staff.
• What have you spent on Professional Services over the last 12 months? –
£483,742 (April – August 2020)
• What did the authority spend on professional Services Between April 2019
and March 2020? – £868,332
(This includes those who are contracted to provide one off/ad hoc pieces
of work and excludes "consultants" who are employed to do work/tasks that
cannot be done due to a lack of in-house capacity, or who are filling
vacant posts that cannot be recruited to).
• Between April 2019 and March 2020, which categories had the highest
level of spend throughout that period? – Housing, with a total spend of
£501,064.
• Has the authority planned any large construction-based projects over the
next two years? – Yes.
• If you have got construction projects planned, please could you provide
project details, budget and timeframes? – Please see below
Bro Hyddgen – Est opening Jan 2024 - £48m
Brynllwyarch – Est opening Sep 2023 - £9m
Ysgol Gymraeg y Trallwng - Est opening Apr 2022 - £8m (currently
tendering)
Cedewain – Est opening Sep 23, £22.6m (currently tendering)
Newtown new primary school - Est opening Sep 24, £12.9m
Please note that we are unable to provide dates for tender, but have
provided estimated dates for completion of the works and estimated budget
values.
• What is the Councils current process to engage with professional service
providers? Please could you provide details of the process and name third
parties if they are being used. – Powys County Council use a variety of
routes. Adverts through Sell2wales, Consultancy Frameworks such as the NPS
and Direct Awards.
