Dear Her Majesty’s Inspector of Constabulary for Scotland,

Following a number of FOI's bodies subject to this request have
been identified as being involved in the selection of ACC's for the
Police Service of Scotland; these being:

1. the SPA
2. the PSOS
3. HMICS
4. Scottish Government.

In order to assist and for ease of communication I have sent the
same FOI to each authority.

Under the FOI Act can you please provide all correspondence and
communications used and circulated during this process.

This is to include but is not limited to:

a. Scottish Government policy on the selection and appointment of
ACCs and chief officers in Scotland.

b. any minutes setting out this policy held by Scottish Government.

c. any briefing notes by or to Scottish Ministers on this policy

d. any communication, in what ever form, shared by the 4 bodies
above, to include all e mails, letters, file notes etc

e. the application forms used in the process and sent to applicants

f. any legal opinions sort regarding the appointment of ACC's

g. any material in what ever form circulated between the bodies
listed above as a result of previous FOIs on the subject of the
appointment of ACCs into the police service of Scotland

h. please release any guidance documents provided to SPA members on
the appointment of ACC's

I. please set out the training and qualifications of SPA members
involved in the selection process and when they were trained for
senior selection appointments

j. please provide any other documents used and completed by
applicants during this process.

I am writing to request an internal review of Her Majesty’s Inspector of Constabulary for Scotland's handling of my FOI request 'Production of correspondence'.

I am writing to request a review of the handling of my FOI. However I recognise time has passed and I am happy for you to deal with this as a new "original" request or as an internal review as I am dissatisfied with the response. As long as we are clear as to which process you wish to follow and we agree I believe that would satisfy the ICO Scotland in any eventuality.

My original request and the request I wish you to respond to is as follows:
