Procurement weightings for social value
Hi
I wish to receive the following information:
• The social value weighting applied in all above threshold tenders and frameworks issued in 2021 for contracts or frameworks. I do not require information on products or construction, only services, but if the information is recorded in one dataset, I am happy to “clean” this myself.
• The price and quality weightings used in the above contracts or frameworks. Again, if the dataset contains all tenders, I am happy to “clean” the data.
An MS Excel file is the preferred format but any other format should be ok too.
I do not require any personal of financial data. Note that neither contract awards or notices provide weighting on social value or detail quality/price weighting and so am unable to find these anywhere else.
I do not require the names of suppliers or any commercial information

Your request for information ref. SOT-108485
Thank you for your email requesting information about the social value
weighting applied in all above threshold tenders and frameworks issued in
2021 for contracts or frameworks.
Under section 12 of the Freedom of Information Act it is not practical to
provide the information you require in the format you need. Although we
do hold the information that you have requested, we would only be able to
collate this information by a performing a manual review of all 122
records. This would involve a member of staff manually re-opening every
relevant tender document to determine and collate the information you
need, as there are no “standard” percentages applied (i.e. each tender is
different). It is worth noting however, that in the context of social
value, the City Council has moved away from percentage weightings and is
instead writing social value requirements into tender documents.
We estimate that the aggregated cost of complying with your request would
be more than £450. This amount is called the ‘appropriate limit’ and is
specified in regulations. When it would cost more than £450 to locate,
retrieve and extract the information that is requested, Section 12 of the
Freedom of Information Act allows us to refuse the request.
To collate this information would mean a manual review of all records
which number approximately 122 at present. It has been estimated that it
would take at least 10 minutes to check each case, 10 x 122 = 1,220
minutes / 60 = 20.3 hours which exceeds the appropriate limit.
However, If you wish to access the information you need yourself, please

If you do not have access to the Internet you may be able to use
facilities at your local library. If you require a paper copy of the
information please contact us. There is normally a charge of 10p per page
