Under FOI please provide the following information relating to how the Council brokers and pays providers for the adult social care packages it commissions:

Regarding care brokerage:

1. Does the Council have any plans to a) procure an eBrokerage cloud software solution (for brokering commissioned care packages across its care providers, primarily but not restricted to only domiciliary care) in 2021/2022, and if so when, b) via which procurement route, and c) provide the contact name for the relevant procurement lead / the name of the department leading the procurement within the Council, as well as an indication if, and when / how the Council intends to contact or is willing to engage with the market, plus if the Council would be interested in receiving information in this regard?

And regarding visit charge processing for paying commissioned care providers against the services they have delivered on behalf of the Council:

2. Does the Council have any plans to a) procure a Provider Payment/Council Self-billing cloud software solution (for processing and calculating visit data submitted by commissioned care providers for the visits they have undertaken on behalf of the Council, primarily but not restricted to only domiciliary care) in 2021/2022, and if so when, b) via which procurement route, and c) provide the contact name for the relevant procurement lead / the name of the department leading the procurement within the Council, as well as an indication if and when / how the Council intends to contact or is willing to engage with the market, plus if the Council would be interested in receiving information in this regard?

if the time scale has to be extended and if any information is withheld
and of your rights of appeal.
 
The City Council would like to make you aware that disclosure of
information obtained through FOIA is a disclosure into the public domain.
 
The City Council’s standard approach is to provide the information in the
form in which we hold it.  If you require alternative formats, e.g. audio,
large print, etc. or a different language, please let me know and we will
provide it if reasonably practicable to do so. If your request is a
question and we do not hold the answer in recorded form we will try and
provide an answer where we are able unless it requires the creation of new
information.
 
There may be a fee payable for this information request and we will send
you a Fees Notice if this is the case. Any fee must be paid before the
request is provided.  The time between the issue of the Fees Notice and
receipt of payment is excluded from the calculation of the 20 working day
time limit.

YOUR REQUEST AND OUR RESPONSE:
 
Under FOI please provide the following information relating to how the

Regarding care brokerage:

The Council conducted a procurement exercise for an eBrokerage system for
the purpose of brokering commissioned packages of care across its care
providers. The Council now is in the process of testing and rolling out
this solution for use.

And regarding visit charge processing for paying commissioned care
providers against the services they have delivered on behalf of the
Council:

2. Does the Council have any plans to a) procure a Provider
Payment/Council Self-billing cloud software solution (for processing and

visits they have undertaken on behalf of the Council, primarily but not

The Council already utilises a provider payment portal for processing and
calculating visit data. The Council also has recently migrated on to a new
corporate payments system to support the payment of other suppliers. There
are currently no plans to procure a new payments system at this time.
 
Under the Re- Use of Public Sector Information Regulations 2015 (SI
2015/1415) the supplied information may not be re-used without obtaining
the permission of Portsmouth City Council.
