Under FOI please provide the following information relating to how the Council brokers and pays providers for the care packages it commissions:

Regarding care brokerage:

1. Does the Council have any plans to a) procure an eBrokerage cloud software solution (for brokering commissioned care packages across its care providers, primarily but not restricted to only domiciliary care) in 2021/2022, and if so when, b) via which procurement route, and c) provide the contact details for the relevant procurement lead / department within the Council, as well as an indication if and when / how the Council intends to contact or is willing to engage with the market in this regard?

And regarding visit charge processing for paying commissioned care providers against the services they have delivered on behalf of the Council:

2. Does the Council have any plans to a) procure a Provider Payment/Council Self-billing cloud software solution (for processing and calculating visit data submitted by commissioned care providers for the visits they have undertaken on behalf of the Council, primarily but not restricted to only domiciliary care) in 2021/2022, and if so when, b) via which procurement route, and c) provide the contact details for the relevant procurement lead / department within the Council, as well as an indication if and when / how the Council intends to contact or is willing to engage with the market in this regard?

for Environmental Information Regulations (EIR)) which may prevent release
of some or all of information you have requested. Your request will be
reviewed and if any of the exemption categories apply, then this
information will not be provided.

If collating the information you have requested, is going to exceed the
appropriate limit then your request will be refused on the grounds of
‘Manifestly Unreasonable’. You will be informed if there is a way to
resubmit the request so that this is within a reasonable response time

This is already in place. Not applicable.

2. As part of our framework providers will be expected to have a solutions where care visit times are recorded, however, the council will not specify which system this should be and it is not planned for this to be used for invoicing at present. Engagement with the market to let them know this has already taken place.
