Procurement Procedures
Dear Alder Hey Children's NHS Foundation Trust,
In light of a number of widely publicised NHS contracts awarded to outsourcing companies, we are gathering information relating to the use of framework agreements and in particular “direct awards” whereby contracts are awarded without the requirement for further competition.
Via other FOI requests, we have established that your organisation has made a number of direct awards particularly within the outsourcing of contracts within facilities, patient transportation, printing, letter production and catering services.
I would like the following information.
Within the last five years, which contracts have been awarded in the above areas of business via a direct award through any form of framework agreement?
Name of suppliers and and associated framework agreement number?
Total amount spent with suppliers via direct award contracts within the last five years?
The criteria for a direct award and avoiding a further competition exercise is very strict in terms of exact service specifications that are required to be met. Are you able to supply specifications for services procured via direct awards and what assurances can be given that the award criteria has been met?
Please also supply a contact at your organisation that would be able to provide comment for any press publication concerning the content of this request.
Yours faithfully,
Faisal Mahmood

Dear Alder Hey Children's NHS Foundation Trust,
Please pass this on to the person who conducts Freedom of Information reviews.

Despite the requirement for you to respond to my request by 7th December 2020 I have received no response.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

Dear Faisal Mahmood,
I have now found the reference number - 2020-5380
Apologies as I had received a query around this from Procurement Dept on 9 November and this wasn't sent to you.
They had said that they were not aware of any "outsourcing" done by Alder Hey and ask if you would provide more specific information so they can response fully.
Are you able to be more detailed around the request? As soon as receive your reply I will go back to procurement and ask if they can provide a response.
Again, apologies for the delay.
