Your request is being considered under the Freedom of Information Act
2000. If this request is for information that the Combined Authority
holds, you will receive the information requested by 18^th February

Thank you for your correspondence received on 19^th January, 2022.
In response to your request I can now provide the following
information.
You asked:
Provide the procurement mechanism used to procure this contract, including
specific framework and lot where appropriate –
Our response:
The Contract was procured via the Crown Commercial Services Framework
RM6088 ‘Construction Works and Associated Services, Lot 8 – Maritime’. A
two-stage Early Contractor Involvement (ECI) tender process was followed.
This comprised an initial call for Expressions of Interest from the six
Lot 8 contractors, followed by a Stage 1 tender process, where the
corresponding tender documents were issued to all contractors that
declared an interest in the opportunity. The outcome of Stage 1 was that
three bidders submitted tenders, from which the leading two bidders were
taken through to Stage 2, the ECI stage, as planned. Each of the Stage 2
bidders entered into an NEC4 Professional Services Contract (PSC) with
STDC for design development purposes, following which, final tenders were
submitted and evaluated.
You asked:
Provide suppliers who applied for inclusion on the contract and were
successful & not successful at the PQQ & ITT stages.
Our response:
Four suppliers were invited to tender at Stage 1: Kier Construction
Limited, John Graham Construction Ltd, McLaughlin & Harvey, and
VolkerStevin. Subsequently, during Stage 1, Kier Construction Limited
declined to participate, with the other three suppliers each submitting a
Stage 1 tender. John Graham Construction Ltd and VolkerStevin were
successful at Stage 1 and were taken through to the Stage 2 ECI stage.
John Graham Construction was successful at Stage 2 and was appointed to
deliver the project.
You asked:
Could you please provide a copy of the service/product specification given
to all bidders for when this contract was last advertised?
