Dear Countess of Chester Hospital NHS Foundation Trust,

I would like to make a request for the following information regarding the procurement of removal contractors

1. How you procure Removal Services inc. Relocations, specialist moves, storage, crate hire,space planning and move management
2. How you procure Removal Contractors
3. If by your own framework, please tell me:
a. The titles and content of the relevant frameworks
b. Who is on the current frameworks
c. The start and end dates of the frameworks
d. Any possible extension periods to the frameworks
e. The name and contact email of person responsible for the
frameworks.

Hello

Please see below in response to your Freedom of Information Request.

Small to medium scale removal/logistics exercises: -

(*) Dealt with in-house by CoCH staff i.e. Facilities Management/Estates/Capital Planning.
(*) May need to hire/lease tote boxes/packing crates to aid in-house logistics exercise.
(*) Costs are relatively low i.e. Porter(s) x hourly rate plus cost per crate (£0.23p + VAT) x number of weeks.
(*) One-off delivery and uplift costs apply (£45.00 + VAT) per visit ... maximum x2.
(*) Process operates within accepted Trust-wide procurement processes & SFI's.

Medium to large scale removal/logistics exercises: -

(*) Dealt with by external and specialist removal/logistics contractors.
(*) CoCH (myself) would define client brief, detailed specification and outline budget. Figure will determine appropriate procurement route re Trust SFI's.
(*) Would confirm (if appropriate) suitability of NHS and or public sector framework agreements. Frameworks don’t always offer value for money!
(*) Would invite one or more specialist contractors to site re survey/client brief and task assessment ... scope dependant on scale and technical aspects of job.
(*) May incorporate specialist crate hire, equipment and 3rd party providers re crane hire.
(*) We'll obtain formal estimates (x3) in line with Trust SFI's ... potential to Waiver process if job is specialised and or is unique to single contractor.
(*) Additional supplier evaluation criteria will be sought/demonstrated and applied i.e. financial appraisal, insurances/liability, health & safety, previous jobs undertaken, references etc.
(*) Would appoint successful contractor and agree schedule ... commitment raised subject to NHS T & C's.
(*) CoCH (myself) would facilitate/oversee the exercise and on completion sign-off the job..
(*) Invoice authorised and relayed to Trust Financial Services for appropriate action re payment.

Note: -

(*) Medium to large scale removal/logistics exercises are deemed infrequent/rare.
(*) Previous jobs (past 2 to 3 years) include Microbiology Collaborative Project (CoCH & Wirral Acute Teaching Hospitals) i.e. merging 2No. independent Micro labs onto a single off-site complex. Also, relocating HR Shared Services (Coch & Wirral) to a single CoCH site.
(*) We do not have localised framework agreements re this subject matter ... no practical and or commercial benefits in pursuing this?
(*) We assess the merits of any bespoke/specialist jobs as and when they appear.
