I refer to your email dated 14^th June 2010 regarding the Board's
procurement of contactors and construction consultancy services. Dealing
with the questions raised in turn:
1. Construction consultancy services were procured using a
foreshortened OJEU process with the list of consultants derived from the
Achilles Rail Industry Supplier Qualification Scheme. 10 consultancies
expressed an interest in the framework and these were invited to submit
2. Contractors services were procured using a foreshortened OJEU
process with the list of contractors derived from the Achilles Rail
Industry Supplier Qualification Scheme. 22 contractors expressed interest
in the framework and from these 7 were invited to submit tenders.
3. a. Construction consultancy services - Call-off
Contract for Professional Services.
The framework consists of design services, assessment, feasibility
studies, site supervision and abnormal loads checking.
Contractors services - Major and Minor Works Framework. Note that 2
frameworks were arranged dividing the country into North and South.
Repairs to bridges, tunnels, viaducts, retaining walls etc.
b. The Call-off Contract for Professional Services was awarded
The Northern Major and Minor Works Framework Raynesway
The Southern Major and Minor Works Framework was awarded to Hammonds (ECS)
and to Walker Construction
c. The Call-off Contract for Professional
Services runs from 1^st April 2009 to 31^st March 2012
The Major and Minor Works Frameworks run from 1^st April 2008 to 31^st
d. All frameworks may be extended by up to 2
years at the discretion of BRB (Residuary ) Limited
