Regarding you request for information please note the following two

a. there is no record of receiving the earlier e-mail

b. the time limit is extended for educational establishments when the
request is made near the start of a holiday

To answer your request Barrow-in-Furness Sixth Form College rarely
procures "contractors and consultancy consultancy services".

However, on these rare occasions the college follows its own financial
regulations, in that if the costs of these services is in excess of
£10,000 then a minimum of three competitive quotations must be obtained.

I think the College is wrong in claiming it's entitled to an extension of time: it's a sixth form college corporation, and those aren't among the classes of institution granted an extension.
