Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

The due date for responding to this request for information is July 14,

Thank you for your request for information dated June 16, 2010 concerning
Powys County Council's procurement process for construction services.

This is to inform you that your request has been considered and I can
provide the following response:

How you procure construction consultancy services.

The Council awarded an EU Procurement Directives compliant Framework
Agreement for Civil Engineering & Building Consultancy Services in April
2005. The successful consultant was Capita Symonds Ltd.
The Framework was extended whilst the Council explored the Shared Services
initiative with neighbouring authorities with a private sector partner.
During this period an EU Prior Information Notice was placed in Official
Journal of the European Union. The appointment of a private partner was
decided against and the Council is now exploring the use of either an
existing Office Government of Commerce or a Welsh Assembly Government
Framework Agreement. A consultant will be appointed through this method in
the next couple of months.

How you procure Construction Contractors
Property Construction
Property Construction contractors are procured via a select list, where
contractors are pre-qualified, and invited to tender. This select list is
being replaced by various Framework Agreements over the next year.

Highways Construction
Highways Construction contractors are procured through a schedule of rates
and approved lists, where contractors are pre-qualified and invited to
tender. The schedule of rates and approved lists are being replaced by a
Framework over the next year.
