Please accept my apologies for the delay in responding to your request for information. The Health and Social Care Board is currently in the midst of restructuring and unfortunately your request was overlooked on 15th June. I am working on your request at present and hope to respond to you as soon as possible. I need to check with all our Departments to be sure but the majority of procurement for the Health and Social Care Board is handled by the Business Services Organisation (BSO) and it may be the case that your request will need to be forwarded to the BSO to be answered.

Dear Nicola,

Thank you for your request for information which we received on the 15th June 2010. Can I apologise again on behalf of the Health and Social Care Board for the delay in responding to your request.

The Health and Social Care Board (HSCB) was formed on 1st April 2009 following restructuring under the Review of Public Administration (RPA). The new HSCB was established by merging four Legacy Health and Social Services Boards in Northern Ireland (East, North, South and West) together. Prior to restructuring each Legacy Board had in place their own arrangements for the procurement of construction consultancy and associated services; these legacy arrangements are still in place therefore my response will detail the arrangements for the four regional sites of the HSCB. Each of the HSCB Offices had Service Level Agreements in place for the provision of Estates Services which includes the procurement of Construction Services.

The Eastern Office of the HSCB in Linenhall Street, Belfast has a Service Level Agreement with the Belfast Health and Social Care Trust (BHSCT) who act on the Boards behalf on any matters relating to Estates work. The Northern Office based in County Buildings in Ballymena. This is leased accommodation and all Estates Services/Support is provided by the Department of Finance and Personnel (DFP); I do not have a specific contact name for the Northern office as Estates Services are provided by a range of staff from within DFP - email [email address] on a tenant basis.

The Southern Office, Towerhill, Armagh commissions Estates Services from the Southern Health and Social Care Trust (SHSCT). The point of contact is Mr Jim Bruce - e-mail [email address]

The Western Office, Gransha Park, Londonderry commissions Estates Services from the Western Health and Social Care Trust (WHSCT). The point of contact is Mr Trevor McCarter - e-mail [email address]

As all Estates/Construction Services are commissioned from other agencies the Board does not hold information to answer your questions on Frameworks.
