Dear Nicola,

Thank you for your e-mail of 22 July 2010, in which you requested an internal review of the Greater London Authority's (GLA) handling of your FOI request regarding the GLA's procurement of construction contractors and consultancy services.

As someone who was not involved with the handling of your original request, I have looked at how your request was dealt with and the reasons for failing to provide you with a satisfactory response.

I should firstly confirm that the GLA's procurement function transferred to Transport for London (TfL), one of the GLA's functional bodies, under a shared services agreement in September 2009. As such, on receipt of your request on 15 June 2010 the GLA contacted TfL to provide the information. On 28 June, TfL informed us that their Procurement team had already responded directly to your request which they had also received. It was on this basis that the GLA did not provide a response to you.

Please accept my apologies for the lack of a response to your original request. The GLA should have informed you that the GLA's procurement function is now managed by TfL and therefore the response you received directly from them also covered the GLA. Please find attached a copy of TfL's response (reference TfL106542).
