Procurement of Consultancy Services

Information Request
 
Thank you for your email.  This is to acknowledge receipt of your
request.  Your request will be handled by an officer who will respond
under the terms of the Freedom of Information Act 2000 or Environmental
Information Regulations 2004 as appropriate.

In some circumstances a fee may be payable and if that is the case I will
let you know. A fees notice will be issued to you, and you will be
required to pay before I will proceed to deal with your request.

You will receive the information requested within 20 working days unless
the Council does not hold the information or there is a reason for it to
be withheld. I will write to you in any event.
 
Whilst it is the Council policy to provide information wherever possible,
I need to advise you that there are a number of exemptions under the
Freedom of Information Act 2000 or Exceptions under the Environmental
Information Regulations 2004.  These may prevent the Council from
releasing all or some of the information you have asked for.   You will,
however, be informed if this is the case and we will explain why.

Dear Benjamin,

I am writing in respect of your recent enquiry for information held by the
Council, I will respond under the provisions of the Freedom of Information
Act.

You asked the following:

 1. Do you use national procurement frameworks to procure consultancy?

a.        If so, which frameworks do you use, and what proportion of your
consultancy spend over the last 12 months has been on each of the
frameworks you are part of.

 2. Do you use third party neutral vendors/procurement solution providers
(eg ESPO, Bloom, Procurement hub) to procure consultancy?

a.      If so which do you use, and what proportion of your consultancy
spend over the last 12 months has been on each of the vendors you use.

 3. Do you use internal frameworks to procure consultancy? (IE frameworks
that are not national, that you administer yourselves or share with a
small number of other local authorities)

a.        If so what proportion of your consultancy spend over the last 12
months has been on each of the frameworks you have and when will they
expire/re-open for applications.

 4. Have you procured consultancy services through your own unique,
project specific tender processes? (for example advertising a tender
for a specific consultancy piece of work)

a.        If so what proportion of your consultancy spend was procured
through this route, and where do you advertise such opportunities?

 5. Have you procured consultancy services through any other mechanisms in
the last 12 months? (for example direct awards). If so what proportion
of your consultancy spend was this for.

I confirm the Council holds the information requested and can confirm the
following:

1.       Yes we consider all frameworks and assess what meets the needs on
a case by case basis

a.       Bloom and approx. 60 %

2.       See point 1 above

3.       No but we do consider them and assess the needs

a.       None

4.       Yes

a.       It will be procured using The Chest which is part of the pro acts
group as our portal and approx. 25%

5.       Approximately 10 %
