Please could you provide a breakdown of which mechanisms you procure consultancy services from, specifically:

1. Do you use national procurement frameworks to procure consultancy?
a. If so, which frameworks do you use, and what proportion of your consultancy spend over the last 12 months has been on each of the frameworks you are part of.

2. Do you use third party neutral vendors/procurement solution providers (eg ESPO, Bloom, Procurement hub) to procure consultancy?
a. If so which do you use, and what proportion of your consultancy spend over the last 12 months has been on each of the vendors you use.

3. Do you use internal frameworks to procure consultancy? (IE frameworks that are not national, that you administer yourselves or share with a small number of other local authorities)
a. If so what proportion of your consultancy spend over the last 12 months has been on each of the frameworks you have and when will they expire/re-open for applications.

4. Have you procured consultancy services through your own unique, project specific tender processes? (for example advertising a tender for a specific consultancy piece of work)
a. If so what proportion of your consultancy spend was procured through this route, and where do you advertise such opportunities?

5. Have you procured consultancy services through any other mechanisms in the last 12 months? (for example direct awards). If so what proportion of your consultancy spend was this for.

Further to your FOI request, please see responses below:- 

 

The more detailed information requested is not held in a way that can be
reported from the system electronically. To provide a response would
require manual extraction and collation information. This is estimated to
take more than 18 hours of staff time to collate, which would exceed the
appropriate cost limit for Local Authorities of £450 (for providing
information under the Freedom of Information Act).

 

However, if you do have any specific questions relating to specific
Consultancy services we will be happy to provide such details if we are
able.

 

In accordance with the Freedom of Information Act 2000 this letter is a
refusal notice to this part of your request.  If you are dissatisfied with
the way your request has been handled, you may ask for an internal review.

Yes sometimes (eg ESPO, Bloom, Procurement hub) to procure consultancy?

a.If so which do you use, A variety including Bloom and Scape and what
proportion of your consultancy spend over the last 12 months has been on
each of the vendors you use.

 

3.Do you use internal frameworks to procure consultancy? None that I am
aware of(IE frameworks that are not national, that you administer
yourselves or share with a small number of other local authorities) a.If
so what proportion of your consultancy spend over the last 12 months has
been on each of the frameworks you have and when will they expire/re-open
for applications.

 

4.Have you procured consultancy services through your own unique, project

Thank you for your e-mail.

We do not have a fixed method of procurement for the type of services you have set out. We try to select the most appropriate route of procurement available given the nature of what is being procured and all other circumstances. We do sometimes use national pre-procured frameworks for such services or we seek quotations or undertake tendering ourselves dependent on the value of the services being procured.
