Dear Sir/Madam,

Please could you provide a breakdown of which mechanisms you procure consultancy services from, specifically:

1. Do you use national procurement frameworks to procure consultancy?
a. If so, which frameworks do you use, and what proportion of your consultancy spend over the last 12 months has been on each of the frameworks you are part of.

2. Do you use third party neutral vendors/procurement solution providers (eg ESPO, Bloom, Procurement hub) to procure consultancy?
a. If so which do you use, and what proportion of your consultancy spend over the last 12 months has been on each of the vendors you use.

3. Do you use internal frameworks to procure consultancy? (IE frameworks that are not national, that you administer yourselves or share with a small number of other local authorities)
a. If so what proportion of your consultancy spend over the last 12 months has been on each of the frameworks you have and when will they expire/re-open for applications.

4. Have you procured consultancy services through your own unique, project specific tender processes? (for example advertising a tender for a specific consultancy piece of work)
a. If so what proportion of your consultancy spend was procured through this route, and where do you advertise such opportunities?

5. Have you procured consultancy services through any other mechanisms in the last 12 months? (for example direct awards). If so what proportion of your consultancy spend was this for.

particular department you would like more information on in relation to
the frameworks they use or you would like more information on whether we
use a specific framework please let us know.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.  Internal review requests should be

Thanks for your response. It appears that nothing is attached, however.

You have referenced your contracts register, if you cannot provide a breakdown of your spend, please can you instead provide me with a list of the frameworks and tendering portals you use to procure consultancy services.

We use the framework that is best suited to the outcomes we are seeking. 
We do not hold the information that links the framework to expenditure in
a format that would allow us to respond within the permitted timescale for

We do not hold the information that links the framework to expenditure in
a format that would allow us to respond within the permitted timescale for
this response.  We can collect the information but it would be subject to
an additional charge. The method of advertising is set within our
financial regulations and depends on the anticipated value of the
contract.

 

5.Have you procured consultancy services through any other mechanisms in
the last 12 months? (for example direct awards). Yes

If so what proportion of your consultancy spend was this for. We do not
hold the information that links the framework to expenditure in a format
that would allow us to respond within the permitted timescale for this
response.  We can collect the information but it would be subject to an
additional charge.

 

We are not able to provide a full list of frameworks and tendering portals
used to procure consultancy for the reasons outlined in our original
response and above.  If you would like to know if we use a specific tender
portal or framework or which of these are used by a particular department
then we are happy to access that information for you. As outlined above we
do not have the facility to pull this information for the all departments
due to the fact that we use the framework or portal which is most
appropriate.
