Procurement by Members of parliament

Cabinet Office did not have the information requested.

Dear Cabinet Office,

Please advise the following:

Why is a Member of Parliament allowed to claim for items such as printers, broadband etc on an individual basis when centralised procurement would offer better value to the taxpayer?

What specification is used in order to procure a printer, for example?
