Procurement - Best Value

The request was successful.

Dear Gwynedd Council,

Please could you provide me with the following information.

Could you please provide the information separately for both OJEU and non-OJEU contracts please:

What are your procurement thresholds?
How many contracts have been awarded in the last year?
How many were awarded to companies based in Wales?
How many of the awarded contracts were collaborative or joint bids?
How many of the awarded contracts in the last year, were awarded at a lower rate than the previous?
In the last year were there any contracts awarded where the contract price was higher than the previous contract, if so how many?

- Please provide contract title, value, award date and name of awarding organsisations for the contracts in the last financial year. Again, can I have information for both OJEU and non-OJEU contracts.

If you have percentage figures for the above, that would be great. If not, real figures will be fine, as long as it's consistent. Thank you

Yours faithfully,

Bethan Hughes

Dear Bethan Hughes,

Freedom of Information (ref T4053)

Could you please provide the information separately for both OJEU and
non-OJEU contracts please:

What are your procurement thresholds?

How many contracts have been awarded in the last year?

How many were awarded to companies based in Wales?

How many of the awarded contracts were collaborative or joint bids?

How many of the awarded contracts in the last year, were awarded at a
lower rate than the previous?

In the last year were there any contracts awarded where the contract price
was higher than the previous contract, if so how many?

- Please provide contract title, value, award date and name of awarding
organisations for the contracts in the last financial year. Again, can I
have information for both OJEU and non-OJEU contracts.

If you have percentage figures for the above, that would be great. If not,
real figures will be fine, as long as it's consistent

Thank you for your recent request. Please see below and attached document
for the information requested:

Could you please provide the information separately for both OJEU and
non-OJEU contracts please:

What are your procurement thresholds?

Up to £5,000 one written quotation.

Between £5,001 and £50,000 three written quotations.

£50,001 and above full tender process.

OJEU Threshold apply above these values.

How many contracts have been awarded in the last year?

255  (2013/14)

How many were awarded to companies based in Wales?

Approximately 64.16% of our spend was awarded to Welsh companies in
2013/14.

How many of the awarded contracts were collaborative or joint bids?

How many of the awarded contracts in the last year, were awarded at a
lower rate than the previous?

In the last year were there any contracts awarded where the contract price
was higher than the previous contract, if so how many?

For question 4,5 and 6 the amount of information you have requested is
very substantial. Gathering it together would therefore be likely to
involve a significant cost and diversion of resources from the authority’s
other work.

When calculating the cost of complying with a written consent, the Council
will calculate the time taken by an individual member of staff, charged at
a rate of £25 per hour, to do the following:

i)                    Deterring whether the Council holds the information

ii)                  Locating the information or document

iii)                Retrieving the relevant information

iv)                Extracting the relevant information from a document

As such, your request certainly seems to exceed the £450 cost limit
(equivalent to 2.5 working days) which the Government has set for dealing
with a FOI request.

The best way we can help you therefore is to ask you to try and narrow
down your request, for example, by asking for less informatin or
restricting the infromation to a specific time period.

If you are unable or unwilling to narrow down your requests we will, of
course, consider it in accordance with our obliations under the Freedom of
Information Act 2000, but if it does exceed the cost limit, we may have to
refuse the request.

Please let me know how you would like us to proceed.

- Please provide contract title, value, award date and name of awarding
organisations for the contracts in the last financial year. Again, can I
have information for both OJEU and non-OJEU contracts.

Please see attached Excel file. Unfortunately, the information is
incomplete but this is what is held by the central procurement unit

As part of our commitment to improving our service we would be very
grateful if you could take a couple of minutes to complete the following
short survey:

Please note that where information is subject to copyright belonging to
the Council, you will need to obtain the permission of the Council to
re-use it for purposes other than private study or non-commercial
research. The Council may charge for re-use. Where third party copyright
material is disclosed, you must obtain permission to re-use from the

Complaints

If you are unhappy with the way the Council has handled your request, you
may ask for an internal review. Please contact me if you require an
internal review of your case. An internal review will be conducted by the
Monitoring Officer or Head of Service and we will aim to respond within 20
working days. However, if we are unable to complete the review by this
date, we will advise you accordingly.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. Please see below for the contact details:
