Dear Sirs

I am writing to respond to your freedom of information received.  This
request has been handled under the Freedom of Information Act 2000.

The response to your request is detailed below.

To collate the information requested would exceed 18 hours, and I am
therefore refusing to provide a response to this request for information
under Section 12 of the Freedom of Information Act 2000.  Over the last
four years we have utilised a number of framework agreements put in place
either directly, by external purchasing bodies such as YPO, OGC or GPS or
by other councils within AGMA.  The information you have requested is not
readily available, you are asking for detail regarding each framework
used.  Where the details already exists and has been captured then time
for completion would involve contacting those in Wigan or elsewhere,
sourcing the information, checking, adapting and then reporting.  This has
been estimated to take 1 hour per framework.
Where the information on a framework has not been recorded then this would
require analysis and investigation of finance systems, personal files in
directories and/or other information systems in addition to the above
work. With the request dating back four years, and the likely changes in
personnel and frameworks used in the interim, this could take one or two
days per framework. In some cases the data may not be available at all.

Section 12 of the Freedom of Information Act allows requests to be refused
if the process of finding, collating and providing requested information
would exceed the appropriate limit set out in regulations passed by
Parliament. The appropriate limit for local government is £450, to be
calculated at a rate of £25 an hour - a total of 18 hours. We cannot say
how much it would actually cost to process the request - the £450 limit
and the assumption of an hourly rate of £25 comes from the legislation. 
If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. Please let me know if you would like to
arrange this.

His staff may ask you to exhaust our internal complaints procedure if you
