Your request for information, received 14 October 2011, has now been
considered.

Your request

1 How were contractors under the Decent Homes Partnering Framework
agreement procured. In answer to a previous enquiry you stated that
they should be registered on www.londoncontractsregister.co.uk but
I can find nothing relating to the relevant agreement.

The Decent Homes Frameworks were procured in 2004 in accordance with
Council's Contracts Code and Public Works Contracts Regulations 1991
(since replaced by the Public Contracts Regulations 2006 (as amended))
that incorporated European Directive on Public Works procurement.

 

Initially suppliers responded to an advertisement in the Official Journal
of the European Community using the public contracts Restricted Procedure.
The procurement was divided into 7 lots - 6 area based frameworks and 1
for sheltered blocks borough wide. for compilation of the tender lists
based on evaluation of the PQQ submissions, and then the issue of tenders
which were assessed on a price / quality model.

 

The whole procurement process was overseen by a Tender Appraisal Panel,
which would have included representatives from Legal Services, Corporate
Procurement, Building and Property Maintenance, and client-side officers
from H&F Homes plus Board members

The Framework commenced 21st September 2006, ended 21st September 2011.

4 Please provide any information on extensions to the framework.

There were no extensions. Although the OJEU Notice makes reference to an
option to extend for up to two years, this was not included in the final
Framework Agreements.
