Dear West Sussex County Council,

Please can you tell me which team is processing the road closures for the Velo South event? Or is the processing of the road closures for the event being undertaken by the organisers and signed off by WSCC? In which case can you confirm to me, who that might be and what their position is?

Also, I would like to know who has championed this event within WSCC and what their position is or is it a particular team within WSCC in which case I would like the know which team that may be?

Finally, I would like to see a copy of the risk assessment for this event.

Thank you for your enquiry, which has been forwarded to the appropriate officers for a response. The usual timescale for a response is twenty working days, that is by or on 2nd August.

Dear Ms Clare,

I refer to your request dated 05/07/2018, which has been dealt with under the FOIA.

Your request related to Velo South.

We have now completed a search for the information which you requested and confirm that this Authority holds some data relevant to your request.

I am now able to respond to you with the following:

Temporary Traffic Regulation orders for special events on the Public Highway can be applied for through the Council’s web site at this link https://www.westsussex.gov.uk/roads-and-... and these applications are received by the Authority’s Streetworks Team and Traffic Regulation Order(TRO) team.

The Streetworks team books road space and endeavours to avoid road space booking clashes and the TRO Team manages the advertising and sealing of temporary traffic orders.

There is no 'Champion' of the event at West Sussex County Council (WSCC) as the event is managed by our officers as business as usual. WSCC does send representatives to the event’s planning meetings, which are also attended by representatives from other councils, organisations and emergency services involved with the event.

The event organisers (CSM Active) have applied for road space as the event producer and their application is still being considered by officers in the Council’s teams assigned to this process. Like any other applicant, CSM Active have to meet all safety requirements and respond adequately to other reasonable public requests they receive before they will be awarded the road closure order they need to hold the event. CSM will be expected to engage fully with anyone affected up to, during and post the event in order to receive their closure order.

CSM Active prepare all risk assessments and necessary documentation for their road space booking application but these documents are not WSCC's to share as they are classed as intellectual property by CSM Active, the event proposer.

The information supplied to you continues to be protected by the Copyright, Designs and Patents Act 1988. You are free to use it for your own purposes, including any non-commercial research you are doing and for the purposes of news reporting. Any other reuse, for example commercial publication, would require the permission of the copyright holder. Most documents supplied by us will be copyright of West Sussex County Council.
