Dear Flintshire County Council,

When the decision has been taken to issue a SJP in relation to a FPN who is responsible for sending it out.

Who takes the decision, kingdom security or FCC and at what level.

Is it always sent recorded.

Is there a reason they are taking 2 weeks to arrive at their destinations.

The SJP gives the recipient 21 days to act, is it considered acceptable by fcc for the recipient to have 1 week due to delays.

Is this a tactic used to pressure the recipient into accepting the FPN.
Please provide a breakdown of the £50 administration costs Added at this stage and whom it is goes to.

Please provide me with a step by step process of a SJP including who is responsible for each stage and a general time frame.

I write in relation to your request where you have asked for the
following:

·         Kingdom Security

Who takes the decision, kingdom security or FCC and at what level.

·         SJP Paperwork is triggered based on length of time payment is
outstanding on kingdom back office system, if there is any representation
against an FPN outstanding then it will be on hold

Is it always sent recorded.

·         An instruction was made to send SJP paperwork as signed for when
possible,

Is there a reason they are taking 2 weeks to arrive at their destinations.

·         Information not held

The SJP gives the recipient 21 days to act, is it considered acceptable by
fcc for the recipient to have 1 week due to delays.

·         Information not held, the purpose of the Freedom of Information
Act is to provide information held not opinion or comment.

Is this a tactic used to pressure the recipient into accepting the FPN.

·         Information not held, as above.

Please provide a breakdown of the £50 administration costs Added at this
stage and whom it is goes to.

·         The £50 administration cost is for the preparation of the
information that is supplied to both the alleged offender and court, if
payment is made prior to court at this stage then the payment it split
between the authority and Kingdom.

Please provide me with a step by step process of a SJP including who is
responsible for each stage and a general time frame.

·         The process is held on Kingdoms Back Office System, a run of
cases being forwarded to SJP is done each week by Kingdoms Administration
and would be posted on the day of processing.

·         Fixed Penalty Not Paid – computer formats list of prosecutions
due

·         SJP papers produced

·         Copy of SJP paperwork produced and forwarded to Court

·         SJP papers sent to alleged offender

·         Court takes over process

Please find below clarification to the points you have raised.

with ref to the above answer can you please tell me how it would be not possible to send a letter recorded and how often this happens.

The authority is only aware of one occasion a mail merge of letters was not sent recorded since the decision was implemented. This was due to missing the deadline for the recorded mail delivery that day. All letters had already been printed and ready for dispatch, it would have meant having to reprint the following day. The decision was taken to send the letters by normal mail on that occasion.
