1. What guidance the Home Office has given Manchester-area
police forces for procedures for handling a UK identity card that is handed in as lost property.

2. What procedures the Home Office has put in place for handling a UK identity card that is returned to you as lost property.

Dear Home Office,

Please note that your response to my Freedom of Information Act request on your procedures for handling UK identity cards handed in as lost property, is now overdue.

As you you, the law requires that you respond to FOI requests "promptly and in any event not later than the twentieth working day following the date of receipt." Allowing for bank holidays, that final deadline expired on 21st January.

Please let me know when I can expect a response to my request.

On 20th December I sent you a Freedom of Information Act request about your procedures for handling ID cards handed in as lost property. This request is attached below for your convenience.

Twenty five clear working days have now elapsed since this request was submitted, and I have not yet received your reply, nor even an acknowledgement.

As you know, under the Freedom of Information Act, you are obliged to respond "promptly and in any event not later than the twentieth working day following the date of receipt".

Have just spoken to H Reid at the Identity & Passport Service on the 'phone. Very helpful. I'm told that the original request (sent on 20th December) has disappeared completely in their systems. The 25th January reminder has however arrived with them. I've now forwarded the text of the 20th December request to them, since otherwise they were planning to respond to the 25th January reminder as if it was the whole request.

Have just spoken to H Reid again on the 'phone. The request is held up in the particular policy team that looks after this area. It is hoped that it will deliver its response by Thursday 11th March.

Dear Home Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of the Home Office's handling of my FOI request 'Procedures for handling UK identity cards handed in as lost property'.

I asked:

1. What guidance the Home Office has given Manchester-area police forces for procedures for handling a UK identity card that is handed in as lost property.

2. What procedures the Home Office has put in place for handling a UK identity card that is returned to you as lost property.

Thank you for your answer to question 2 ("... should a recovered card be returned to IPS by a third party, the card is cancelled a securely destroyed. A record of the cancelled card is retained on the system and details are provided to border agencies.").

However, you have not answered question 1. While it may be interesting to know that "handling guidance ... will be issued to all police authorities in due course", I asked what guidance you have already given to Manchester-area police forces. Please answer the question that I asked.
