Procedure for the evacuation of Loughborough University's 'Towers' Accommodation

Dear Leicestershire Fire and Rescue Service,

I would like to know please whether or not there is a specific procedure in place for handling an evacuation of the 'Towers' Accommodation Building at Loughborough University.

In the event a fire took hold on the lower floors, preventing the egress of occupants, I would be interested to know what the Fire Service would do to manage the evacuation, given the shape and height of the structure. Specifically, if students were trapped on the upper floors, what method of rescue would be available? Furthermore, what is the likely response time for commencing such a rescue from the upper floors?

Firstly, thank you for your enquiry.

 

In response to your question, the evacuation of a building is the
responsibility of the ‘responsible person’ and not the responsibility of
the Fire Service.  If the Fire Service has to carry out a rescue or an
evacuation then it would be because the Emergency Action plan that the
business has in place has failed.  In many buildings, if they are built to
the appropriate Building Regulation standards then they may have a ‘stay
put’ policy.  These policy’s and and Action Plans should all be linked
into the Fire Risk Assessment.

 

I hope you find this information useful.  If you want to pursue this
further it may be worth making this request to the owners of the
premises.
