Problems with the national registration system

We're waiting for Ms. S to read a recent response and update the status.

Dear General Register Office

Local registry offices across England and Wales have stated on their websites that there are technical issues and/or implemented changes to the Government IT system and inform the public that registering and ordering birth certificates are not possible to process and issue; however you can order a copy from the GRO.

With the RON system being centralized system (hospital, ONS, local registry offices and the GRO) the GRO would evidently be affected by these technical issues and/or implemented changes to the Government IT system.

How can the GRO provide copies when the centralized system is affected by these technical issues and/or implemented changes to the Government IT system?

It has been 10 years since the Government invested 6 million pounds into the RON system, why are local registry offices and the GRO, now facing technical issues?

Yours faithfully,

Ms S

Dear FOI,

Thank you for your response.

There have been no new introductory functionality in May, the RON system is a perfectly designed system that performs all the capacity of the Birth and Death Act 1953 and the Registration of Birth and Deaths Regulations 1987; since its (the RON system) introductory in 2009.

Whilst you have acknowledged that there have been intermittent problems issues concerning the performance of the Registration Online (RON) system, this is due to registrars and superintendent registrars not understanding how the RON system works and have misused the system to perform their job of recording information. It is the RON systems way of preventing falsified birth certificates, that have been issued across many local registry offices in England and Wales.

How to use the RON system can be found

https://webarchive.nationalarchives.gov....

As the RON system is a centralized system particularly between local registry office and the GRO, any effects in the local registry office would evidently effect the GRO and whilst you have stated that these issues have been rectified and did not prevent the issuing of birth certificates. In some registry offices it did prevent the issuing of birth certificates as their websites stated so. Even to date some registry offices that has stopped ordering of copy of birth certificates service stating that copies can be obtained from the GRO, how can the problem be rectified when the RON system is a centralized database?

Yours sincerely,

Ms. S
