We have now considered your request for information and although we hold
some of the information you have requested, part of your request covers
information which is exempt under section 36 of the Freedom of Information
Act 2000. Section 36(2)(c) exempts authorities from the obligation to
confirm or deny the existence of information where it would, or would be
likely to, prejudice the effective conduct of public affairs.

a) What contracts have been given to Pro-venture

Pro-venture were awarded contracts for the recruitment of seven senior
executive posts for the North Staffordshire Regeneration Partnership.

Their remit in the recruitment and selection process was to provide the
following:

· Full and extensive briefings with the NSRP partners including
Advantage West Midlands, the local authority partners and members of the
NSRP Board.

· Preparation of all recruitment material including design of a
website to be used throughout the campaign, working with Stoke City
Council to finalise job specific documentation.

· Designing creative concepts, licensing images and managing the
national advertising campaign.

· Working with NSRP to assess all applications at the long list,
shortlist and final stages of the process

· High quality interviewing of candidates.

· Attendance at all meetings of NSRP throughout the campaign
including informal briefings.

· Assessment of candidates’ skills and experience, as well as
personal style and impact using recognised team and personal development
tools.

· Testing skills and expertise of candidates.

· Providing comprehensive support through to final panel,
including preparation of reports, drafting questions, and taking of
candidate references.

· Provided detailed feedback to both successful and unsuccessful
candidates.

· Ensured strong appointments were made.

· Debrief report and meeting with senior NSRP staff to provide
market feedback and any additional advice or guidance.

· Project management throughout the recruitment campaign
including support with timetabling and managing candidate and partner
expectations.

· 6 month “follow-up” discussions with candidates and
managers to support appointments.

b) The value of those contracts

A total of £168,076.93 has been paid to Pro-venture for the successful
recruitment to these seven key posts. A total of £128,792.45 has also
been spent on advertising in appropriate publications, professional
journals and media outlets.

c) Any tender assessment or internal audit reports relating to the
Pro-venture contracts

The Council’s Monitoring Officer, Mr Paul Hackney believes that the
exemption at section 36(2)(c) of the Freedom of Information Act 2000
applies to this question. Section 36(2)(c) exempts authorities from the
obligation to confirm or deny the existence of information where it would,
or would be likely to, prejudice the effective conduct of public affairs.
